I've seen this cosplay a few times, but when I look for it specifically I can never seem to find it. So I did it from memory. She's probably an Inquisitor but I made her a Sister of Battle Primaris Psyker.

Found it! Boy was I off by a lot. It's a steampunk cosplay that has nothing to do with warhammer 40k.
